Specialty websites carry a variety of bases, tubes or bars, shades, end buds (optional decorative pieces that top the harp) in a variety of styles from Victorian to contemporary.
The tools you need depend on the material you choose to work with. Choose a base with a hole already in it and you don’t even need a drill. Choose a piece of ceramic artwork or leftover granite countertop and you need a specialty drill bit. Contemporary floor lamps, where you thread the cord from base to outlet, will probably be cut with a bow file, if you do not get the custom cut in the store. From there you can get as worked out as your tools allow.

Run a metal pipe called a lamp rod through the bar, securely attach it to a base and a base / harp assembly and you are in business.
